The Oulu City Main Library is the most popular leisure destination in Oulu and one of the city's most central buildings in terms of cultural offerings. The library welcomes approximately 700,000 visitors annually and hosts around 600 events and guided activities. Through the reorganization and development of its functions during the upcoming renovation, the library will be able to meet the requirements of the new Library Act, which came into force in 2016. In addition to the library, the building will also house the Children's Cultural Center, which currently operates at the Cultural Centre Valve.

After the renovation, the goal of the library and the children's cultural center is to serve one million visitors annually and to offer city residents even higher-quality and more diverse services. Customer areas will be expanded by optimizing internal functions, and, for example, the fourth floor—which has until now been closed to the public—will be partially opened for customer use. The renovation will also improve the accessibility and inclusiveness of the facilities and services.
