Located next to the Noormarkku Club, Kumpula features four air-conditioned double rooms. The two rooms upstairs share a bathroom. On the ground floor, guests have access to a spacious living room and a kitchen.
The building is one of the Ministry of Social Affairs standard house designs, created by architects Elias and Martti Paajanen. Kumpula and the neighboring Kultala were built between 1925 and 1928 and were originally designed for use by officials.
